RESOLUTION NO. 3344-26
A RESOLUTION BY THE BOARD OF DIRECTORS
OF THE SOUTH TAHOE PUBLIC UTILITY DISTRICT IN APPRECIATION OF
GENERAL MANAGER, PAUL HUGHES, FOR 18 YEARS OF SERVICE
WHEREAS, Paul Hughes has served the South Tahoe Public Utility District since 2008
with professionalism, dedicating 18 years of service to the District as Chief Financial
Officer for 15 years and General Manager for 3 years; and
WHEREAS, throughout his years with the District, Paul applied his extensive
financial knowledge, institutional experience, and a deep understanding of the
District's operations and its responsibilities to the community it serves; and
WHEREAS, during his tenure as Chief Financial Officer, Paul helped guide the
District through significant financial and operational challenges and opportunities,
including the "Great Recession," the COVID-19 pandemic, and the Caldor Fire; and
WHEREAS, during the Great Recession, Paul helped the District respond to
declining revenues through careful financial and operational management, enabling
the District to avoid employee layoffs during a challenging period; and
WHEREAS, during the COVID-19 pandemic, Paul played an important role in
helping customers affected by the economic impacts of the pandemic by expanding
the customer assistance program and delaying rate increases.
WHEREAS, Paul brought forward opportunities to reduce costs to the District by
refinancing and consolidating debt.
WHEREAS, Paul leaves the District with a strong record of fiscal management and
infrastructure investment, allowing the District to keep rates among the lowest in the
Tahoe Basin; and
WHEREAS, Paul Hughes will retire from South Tahoe Public Utility District effective
September 1, 2026, ending a long career dedicated to public service and to the
delivery of essential water and wastewater services to the South Lake Tahoe
community; and
NOW, THEREFORE, BE IT RESOLVED, that the South Tahoe Public Utility District
Board of Directors does hereby express its appreciation, gratitude and respect to its
General Manager, Paul Hughes, for his 18 years of service to the District and

recognizes his contributions to the financial stewardship and continued operation of
the District throughout his career; and
BE IT FURTHER RESOLVED, that the Board of Directors extends to Paul Hughes its
best wishes for health, happiness, and fulfillment in his retirement.
WE, THE UNDERSIGNED, do hereby certify that the above and foregoing
Resolution No. 3344-26 was duly and regularly adopted and passed by the Board of
Directors of the South Tahoe Public Utility District at a Regular meeting held on the 3rd
day of September, 2026, by the following vote:
