This Agreement is made and entered into as of the 7th day of January 2025 by and between
South Tahoe Public Utility District, hereinafter referred to as "DISTRICT" and Gannett Fleming,
Inc., hereinafter referred to as "CONSULTANT".
In consideration of the mutual promises, covenants, and conditions as addressed in the Master
Agreement dated June 10, 2019 and as specifically hereinafter set forth, the parties do hereby
agree as follows:
PURPOSE
The purpose of this Task Order is for CONSULTANT to collect and perform professional
engineering review of dam settlement survey monitoring data for the Indian Creek and
Harney Place Dams at Diamond Valley Ranch in Alpine County, California.
A full description of services is contained in CONSULTANT's written proposal "Indian
Creek and Harvey Place Dams -Settlement Monitoring Consulting CA State Dam Nos.
1062 and 1062-Y referred to as "Task Order No. 5 Request (Revised)" dated January 6,
2025. Tasks are more specifically outlined by the Scope of Work contained in said
proposal, which is attached hereto as Exhibit "A", and by this reference is made a part of
this task order.
3. STAFFING
Services will be provided by Francisco Saldana, PG, Project Manager, and Casey D.
Smith, PG, CEG, Project Director. CONSULTANT shall not change staffing without
approval by DISTRICT. Any changes shall provide for equivalent qualifications as far as
possible and practical.
Work for this Task Order No. 5 shall commence on or about January 17, 2025 or sooner
(within 10 days of Notice to Proceed), and shall be completed on or about March 7, 2025,
unless otherwise directed by the District. The site survey is dependent on snow conditions
that may affect the project schedule if the field survey cannot be completed as planned;
necessary schedule adjustments will be discussed and agreed upon with the District if this
occurs.
Pay,ment to CONSULTANT for services pe!-fotrned under this Task Order No 5 shall be in
?ccordance with CONSULTANT'S "Project Budget Backup" (attached hereto as part of
Exhibit "A") for the persons assigned to the project tasks,
All State of California prevailing wage laws must be complied with in the performance of
work related to this Task Order. These include, but are not limited to, Labor Code Sections
1720 through 1860.

serve as Notice to Proceed upon execution by DISTRICT
IN WITNESS WHEREOF, this Agreement is executed by the General Manager and Clerk of the
Board of the South Tahoe Public Utility District, and CONSULTANT has caused this Agreement
to be executed the day and year first above written.

We have prepared this Task Order No. 5 request to perform the collection and an engineering review of
dam settlement monitoring data for the Indian Creek and Harvey Place Dams, which are located in Alpine
County, California and are owned and operated by South Tahoe Public Utility District (STPUD). Each facility
has a main and an auxiliary dam that are comprised of separate earthfill embankments. We understand that
regular surveying of the dam monitoring points has been performed since 2012 to monitor the settlement
of the embankments. SAGE Engineers, Inc. (now Gannett Fleming) provided the most recent review of the
settlement monitoring data in 2018 and submitted a Settlement Data Review Report (Ref. 1) detailing the
findings and recommendations for future monitoring. The 2018 report recommended that settlement
surveys should continue to be performed every 5 years. In addition, it was recommended that STPUD
consider continuing twice -a -year surveys for the Harvey Place Auxiliary Dam until the next evaluation.
At the request of STPUD, Gannett Fleming will collect and perform an engineering review/evaluation of the
survey data and produce a summary report for submittal to California Division of Safety of Dams (DSOD)
by STPUD, as detailed further below.
Field Survev—Gannett Fleming will utilize Epoch Geospatial & Land Surveying Services (Epoch-Geo)
as a direct subconsultant to perform the survey of the dam settlement monitoring points. It is
anticipated that survey will take up two (2) days to complete depending on the ease of locating
and verifying benchmark/control and the existing monitoring station markers in the field. A Gannett
Fleming representative will accompany Epoch-Geo personnel during one day of the survey work to
assist with locating site features and to perform a high-level site reconnaissance of the dam crests.

Gannett Fleming will utilize the existing survey data a'd survey data
collected 'in the task above to develop settlement plots similar to those provided in the 2018 report
prepared by SAGE Engineers, Inc (Ref, 1, Figures 1 through 5). The plots will be used to evaluatt
the amount and rate of dam settlement that has occurred since monitoring began in 2012,
Summary Reaort - Gannett Fleming will prepare a brief letter report that includes a description of

format for review and comment. Gannett Fleming will update the draft report based on the review
comments (as appropriate) and submit afinal summary report in both electronic (PDF)and hand
copy format, The Microsoft Excel file containing the dam settlement data and plots will be
electronically submitted to STPUD for future use.

staffing control, information distribution, and periodic check -in calls with STPUD.

(weather and snow conditions permitting). We anticipate submitting the draft summary report
approximately six (6) weeks from the date the survey is performed. The final report will be submitted within
one (1)week ufreceiving STPUQreview comments.
ESTIMATED FEES
Our estimated fee to perform the foregoing Scope of Work is $24,384.70. The work will be billed on a'time
and expenses' basis in accordance with the attached budget backup. We will not *mreeri the budget
presented above to perform the proposed Scope of Work. Should additional work, site visits, or meetings
be required in addition to the Scope ofWork above, or should s[gn|McmrK changes be required due to
reasons beyond the control of Gannett Fleming, STPUD will be notified' and the time required for these
items will be billed on a 'time and expenses' basis. If this proposal is acceptable, please forward the
necessary contract documentation, referencing this Scope of Services, in accordance with our Master
Agreement for Consulting Services for our review and signature.

Here is my cost and services proposal to provide surveying services for the South Tahoe Public
Utility District's (STPUD) 2024 Dam Monitoring.
Task " I — Monitoring Surveys:
Field and office efforts to perform settlement monitoring surveys for the dam sites referenced
qbove. Efforts included locatin - existing monitorin benchmark/control and exi=g monitoring
station markers as reported in the SAGE Dec.2018 report provided.
Total Survey Fee for Task 1 ........................... $6,250
Notes:
1. Additional efforts may be needed if existing monitoring benchmark/control and existing
monitoring station markers can not be located.
2. It is assumed that STPUD will provide access to each location on the day of survey and
efforts are anticipated to take 2 days to complete.
Deliverables:
1. A stamped and signed survey report detailing survey efforts and values determined with
be provided in digital (.pdf) format.
The above estimated fees shall not be exceeded without prior authorization from client and shall
remain valid for 15 days. Our current schedule would enable us to begin work within 10 days of
your notice to proceed, weather permitting. This schedule is subject to review when work is
authorized. If you would like us to proceed, please send a Task Order for review.
