TASK ORDER NO. 18
CONSULTING SERVICES
This Task Order No. 18 is made and entered into as of the 17th day of May 2021 by and
between South Tahoe Public Utility District, hereinafter referred to as "DISTRICT" and
Sierra Ecotone Solutions, LLC, hereinafter referred to as "CONSULTANT".
In consideration of the mutual promises, covenants, and conditions as addressed in the
Master Agreement dated January 15, 2015 and as specifically hereinafter set forth, the
parties do hereby agree as follows:
1. PURPOSE
The purpose of this Task Order No. 18 is for professional services to provide a
Nesting Bird Pre-Construction Survey for the Keller-Heavenly Water System
Improvements Project, Phase 1 located in the City of South Lake Tahoe, El
Dorado County, California.
2. SCOPE OF WORK
A full description of services is contained in CONSULTANT's written proposal
dated May 17, 2021 more specifically outlined therein as Tasks 1 and 2. This
proposal is attached hereto, marked "Exhibit A", and by this reference is made a
part of this task order.
3. STAFFING
Services will be performed by Garth Ailing, Principal Biologist. CONSULTANT
shall not change staffing without approval by DISTRICT. Any changes shall
provide for equivalent qualifications as far as possible and practical.
4. TIME OF PERFORMANCE
Work for this Task Order No. 18 shall commence on May 17, 2021 and be
completed on or before May 31, 2021 unless otherwise directed by the
DISTRICT.
5. PAYMENT
Payment to CONSULTANT for services performed under Task Order No. 18
shall be in accordance with CONSULTANT'S unit fee schedule for the persons
assigned to the project task.
The cost ceiling for this task order shall not exceed One thousand Eight Hundred
Ninety Dollars ($1,890.00) except as provided in Article IV of the 1/15/15 Master
Agreement.

6. LABOR CODE REQUIREMENTS
All State of California prevailing wage laws must be complied with in the
performance of work related to this Task Order. These include, but are not limited
to, Labor Code Sections 1720 through 1860.
7. EFFECTIVE DATE
This Task Order No. 18 shall be in effect upon execution by all parties, and shall
service as Notice to Proceed upon execution by DISTRICT.
IN. WITNESS WHEREOF, this Agreement is executed by the General Manager and
Clerk of the Board of the South Tahoe Public Utility District, and CONSULTANT has
caused this Agreement to be executed the day and year first above written.

SUBJECT: SOUTH TAHOE PUBLIC UTILITY DISTRICT KELLER-HEAVENLY
WATER SYSTEMS IMPROVEMENT PROJECT—PHASE 1 BIOLOGICAL SURVEY
SCOPE AND BUDGET
Mr. Coolidge:
Pursuant to your request, this letter serves as.a proposed scope of work and budget
estimate for Sierra Ecotone Solutions to provide a nesting bird pre-construction survey
for work to be performed for the Keller-Heavenly Water Systems Improvement Project—
Phase 1 in the following area:
The project area includes the corridor starting from the location of a pressure
reducing valve (PRV) vault replacement in the upper intersection of Saddle Road
and Keller Road, following the route of new waterline for approximately 1000
feet within the roadways of Keller and Sherman Way, ending at a point of
connection to the existing tank supply lines adjacent to the water tank access
driveway on Sherman. Review will also be provided for the District's Keller
Tank parcel where a new water tank foundation and a rockfall barrier is to be
constructed, in addition to the US Forest Service parcels surrounding that the
District's parcel that are used for access and will be subject to rock scaling and
minor tree removal.
Scope
Sierra Ecotone Solutions(Garth Ailing)will complete the following tasks:
Task 1 —Preconstruction Nesting Bird Survey—Visual surveys to determine the presence
of nesting birds will be performed within the project area including habitat immediately
adjacent to the proposed projects. Survey areas will be recorded and any identified nest
locations will be recorded and marked in the field. All nesting bird surveys will be
performed within 14 days prior to commencement of construction activities. If an active
nest is found close enough to the construction area to be disturbed by the proposed
projects and associated activities, the extent of a construction-free buffer zone will be
established and maintained around the nest. The buffer shall be maintained until the

biologist determines the nest is no longer active.
Task 2 - Reporting: — Sierra Ecotone Solutions will report the results in memorandum
format to STPUD. Survey data, GPS files, and summary notes will be provided to
STPUD within 48 hours of completion. If sensitive species are noted, an active migratory
bird nest identified,the CDFW and/or USFWS will be notified if necessary.
Schedule
Sierra Ecotone Solutions is available to commence work on this project as soon as
possible. All reporting will be complete within 48 hours of the survey.
