CALPERS REQUIRED PAY LISTING BY POSITION (Greg Dupree, Accounting Manager) Adopted Resolution 3339-26 which incorporates the Pay Listing by Position for the pay listing effective June 18, 2026. b. CERTIFICATE OF DEPOSIT FINANCIAL TRANSACTION AUTHORIZATION (Greg Dupree, Accounting Manager) Adopted Resolution No. 3340-26 authorizing certain staff to conduct financial transactions with certificate of deposit accounts held at El Dorado Savings Bank. c. CERTIFICATE OF DEPOSIT FINANCIAL TRANSACTION AUTHORIZATION (Greg Dupree, Accounting Manager) Adopted Resolution No. 3341-26 authorizing certain staff to conduct financial transactions with certificate of deposit accounts held at Bank of America. CERTIFICATE OF DEPOSIT FINANCIAL TRANSACTION AUTHORIZATION (Greg Dupree, Accounting Manager) Adopted Resolution No. 3342-26 authorizing the following staff to be signers and perform the purchase and redemptions of certificate of deposit accounts, listed below, with BMO Bank. e. RECEIVE AND FILE PAYMENT OF CLAIMS (Greg Dupree, Accounting Manager) Received and filed Payment of Claims in the amount of $4,379,151.09. REGULAR BOARD MEETING MINUTES: June 18, 2026 (Melonie Guttry, Executive Services Manager/Clerk of the Board) Approved June 18, 2026, Minutes 5. CONSENT ITEMS BROUGHT FORWARD FOR SEPARATE DISCUSSION/ACTION: None 6. ITEMS FOR BOARD ACTION: a. Unpaid Delinquent Accounts for Sewer and Water - Elena Stevens introduced herself and President Romsos called the Public Hearing to order at 2:01 p.m. to receive public comments and protests regarding the list of delinquent accounts. Elena Stevens provided details regarding the unpaid delinquent accounts for sewer and water and addressed questions from the Board. There were no public comments received and President Romsos closed the Public Hearing at 2:07 p.m. Moved Sheehan/Second Haven/Haven Yes/Romsos Yes/Henderson Yes/Sheehan Yes/Exline Yes to approve the list of delinquent accounts and adopt Resolution No. 3343-26, authorizing the list of delinquent accounts to be added to the 2026/2027 El Dorado County Tax Assessor's Roll b. Bakersfield Well Arsenic Treatment Facility - Mark Seelos provided details regarding the Bakersfield Well Arsenic Treatment Facility and addressed questions from the Board. Lou Perini inquired regarding blending water to meet the micrograms per liter requirement and Mark Seelos explained the process of blending at the Well and why it is typically not allowed. Moved Sheehan/Second Romsos/Haven Yes/Romsos Yes/Henderson Yes/Sheehan Yes/Exline Yes to (1) approve the Scope of Work from Wilson Engineers, LLC to complete engineering design for the Bakersfield Well Arsenic Treatment Facility; and (2) authorize the General Manager to execute Task Order No. 2 with Wilson Engineers, LLC in the amount of $248,520. c. Civil Rights Public -Facing Policy - Donielle Morse provided details regarding the draft Civil Rights Public -Facing Policy and addressed questions from the Board. This Policy will be brought back to the Board for consideration of approval in the future. 7. STANDING AND AD -HOC COMMITTEES AND LIAISON REPORTS: Director Exline reported regarding the System Efficiency and Sustainability Committee meeting on July 8, 2026. President Romsos provided kudos to Trevor Coolidge regarding his presentation regarding data collection of the solar array program and elaborated on battery powered sources of energy. There was discussion regarding the fleet transition plan and how to comply REGULAR BOARD MEETING MINUTES: July 16, 2026 PAGE - 3 with the regulations along with asset management. Director Sheehan reported regarding the Operations Committee meeting held on July 14, 2026. Director Henderson provided details regarding waterline replacement projects discussed at the meeting. Director Haven reported that the El Dorado Water Agency meeting for July 8 was cancelled. 8. BOARD MEMBER REPORTS: None 9. STAFF/ATTORNEY REPORTS: Melonie Guttry reported that the filing period for Board Elections began on July 13 and will run until August 7 for incumbents. If one incumbent fails to file, then the filing period will be extended to August 12, for non -incumbents. Nick Exline is the only verified filer on the El Dorado County website to date. 10. GENERAL MANAGER REPORT: Paul Hughes reported on several items: • On July 6 the District sponsored Bread & Broth with five staff members volunteering. • The Annual Picnic was held on June 24. The Crew of the Year was awarded to Heavy Maintenance and Employee of the Year awarded to Vinnie Stagnaro, from Information Technology. 11. NOTICE OF PAST AND FUTURE MEETINGS/EVENTS 12. BREAK AND ADJOURN TO CLOSED SESSION: 2:44 p.m. RECONVENE TO OPEN SESSION: 4:55 p.m. a. Pursuant to Section 54956.9(d) (1) of the California Government code, Closed Session may be held for conference with legal counsel regarding existing litigation: Yolo County Superior Court Case CV 2021-1686, Alpine County vs. South Tahoe Public Utility District; et al. No reportable Board Action 13. ITEMS FOR BOARD ACTION REGULAR BOARD MEETING MINUTES: July 16, 2026 PAGE - 4 a. General Manager Salary - Liz Kauffman provided details regarding the General Manager's Salary for 2026-2027 contract year effective August 13, 2026. The Board discussed the salary and expressed gratitude to Paul Hughes for stepping into this role. Director Sheehan expressed her heartfelt appreciation for his time as Chief Financial Officer and General Manager. General Manager Agreement for Professional Services - Liz Kauffman provided details regarding the General Manager Agreement for Professional Services.
