See attached spreadsheet and list of deviations for a full breakdown of each bid. White Rock Construction, Inc. is the apparent low bidder. I contacted the Contractors State License Board and confirmed the following: • License Number: 640958 • Status: Current and active • Expiration Date: July 31, 2026 • Entity Type: Corporation • License Classification: Class A – General Engineering Additionally, I verified with the California Department of Industrial Relations that White Rock Construction, Inc. is properly registered under PWCR Number 1000011381. These items were reviewed and verified by staff and were determined not to affect the responsiveness of the bids. Deviations and information identified during bid analysis of the three lowest responsive and responsible bids received: White Rock Construction, Inc. • List of Subcontractors o The DIR Registration number of one subcontractor listed on the Bid Form did not appear on the California Department of Industrial Relations (DIR) websites. o Staff obtained and verified the correct DIR Registration number and confirmed that the subcontractor is properly registered and current with the DIR. • Equipment Materials and Supply List o One of the Equipment and Suppliers listed on the Bid form was spelled incorrectly. o Staff was able to verify the correct entity name and that they meet District requirements. • Bidder’s General Information o Item 6 included the name of the agent, along with the brokerage address and phone number. The name, address, and phone number of the surety company were not provided. o Staff contacted the agent directly to obtain the surety information and was able to determine that the Bid Bond is valid and that the surety company meets District requirements. • Certification by Contractor’s Insurance Broker o The insurance company name was spelled incorrectly on the certification form. o Staff contacted the agent directly, obtained the correct insurance company information, and verified that the coverage meets the District requirements. Vinciguerra Construction, Inc. • Equipment Materials and Supply List o The full names of some suppliers were not listed. These suppliers are industry standard and staff was able to determine the intended suppliers. F. W. Carson Co. • Bidder’s General Information o Item 6 included the name of the surety company, but not the address or phone number. The address and phone number of the broker agency were included, but not the agent’s name. o Staff contacted the brokerage agency directly and was able to speak to the agent to confirm that the Bid Bond is valid and that the surety company meets District requirements. • List of Subcontractors o The address of the subcontractor was not provided. o Staff obtained and verified the entity name and confirmed that the subcontractor is properly licensed with the CSLB and registered and current with the DIR. Summary Staff reviewed the bid documents submitted by the three apparent lowest bidders and verified the items noted above.
