South Tahoe Public Utility District 1275 Meadow Crest Drive South Lake Tahoe, CA 96150 Via email: acombes@stpud.dst.ca.us Subject Land SurveyfgN Proposal for Pioneer Trail Waf erline Proj South Lake Tahoe, Ca Dear Adrian: Lumos and Associates, Inc. is pleased to provide you with this fee proposal for land surveying services for your project along Pioneer Trail. This is essentially the same document that was originally submitted to you on June 25, 2021, with minor revisions, and the inclusion of our fee estimate for the work. i" n Ilding The proposed project is located along Pioneer Trail in Sections 10, 11 & 15, T12N, R18E, El Dorado County, California. An additional possible PRV site is located along Washoan Boulevard in Section 16. The limits of the project are per the attached exhibit prepared by the District. It is our understanding that the scope of work for this project is to prepare a topographic site map for waterline design purposes. We propose the following Scope of Services for the project. Er*gtficm Topographic Mapping Lumos and Associates, Inc. will perform a topographic survey map at 1"=40'scale with 1 foot contour interval accuracy in accordance to National Map Accuracy Standards for the subject project. The elements of the survey and map will be prepared in compliance with the specified items delineated in the Request for Proposal dated June 17, 2021, also attached hereto for reference. Our methodology will include a fixed wing flyover of the site to collect aerial imagery from which an orthophoto of the entire project area will be generated. That effort will be followed with an on- ground survey utilizing conventional total station equipment to locate detail features not captured by the aerial photography. The on-ground survey will specifically include individual trees above 8"dbh, utility features, the stream crossing at Trout Creek, and any other features deemed necessary to meet the requirements of the survey. Additionally, data will be collected to identify any remaining evidence of the historical bridge crossing of Pioneer Trail at Trout Creek. All survey control will be based upon the California State Plane Coordinate System, Zone 2, with elevations tied to the NAVD 88 datum. EXHIBIT A EXHIBIT A July 8,2021 Page 2 Lumos will review record right-of-way mapping along the project alignment. The mapping for the entire alignment to be surveyed will be calculated prior to beginning the field work. During the ground survey portion of this project, existing right-of-way monuments and property corners will be located along the project corridor. A best fit of the existing right-of-way will be made based upon found monuments and record mapping. Once the field data has been collected, mapping will consist of combining the photogrammetry with the ground based survey data into a single product prepared in the AutoCAD Civil3D platform. A Civi13D surface for the entire project will be generated. All work will be performed under the direction of a California licensed Professional Land Surveyor, license number L-9129. Schedule— Based upon the anticipated NTP date of July 12, 2021, ground control will be established and aerial target panels will be in place by July 16, 2021. Aerial photography will be completed immediately upon placement of the panels. The ground survey component will begin no later than July 26, 2021 and will be completed by August 6, 2021. Final mapping deliverables will be ready by August 20, 2021. Estimated Labor Hours— Field Crew: 74 hours Data Reduction & Mapping: 116 hours Project Management: 40 hours Additional Considerations: • Only those trees (8"dbh or greater) along the Easterly side of Pioneer Trail will be located as part of the ground component of the survey within and extending 5' beyond the right-of- way. Tree groupings and brush/vegetation areas will be identified from the aerial photography, but only individual trees within the areas of proposed PRV sites and within the parameters stated above along Pioneer Trail will be located and shown on the mapping. • The right-of-way for Pioneer Trail through USFS land is granted by a Special Use Permit generally accepted to be 80 feet in width. According to El Dorado County DOT, the centerline of the right-of-way is based upon the road itself and not upon any known metes and bounds or linear description. Lumos will map the right-of-way for these sections accordingly. • This scope of services does not include any verification or research of existing ownership. There may be areas discovered that could have a material discrepancy in the public record compared to what is found in the field. If this occurs, we will present the findings. If the proposed improvements are in the vicinity of any possible conflicts, additional field work and research could be indicated with the possible requirement of a Record of Survey. In such event, we would appreciate the opportunity to provide a proposal for a modification to our scope and fees accordingly. • All field work will be performed in compliance with CA DIR Prevailing Wage Rates for El Dorado County. Topographic Mapping Lump Sum Fee: $49,300.00 EXHIBIT A EXHIBIT A July 8,2021 Page 3 Thank you again for selecting Lumos and Associates to provide you with these services.
