HomeMy WebLinkAboutTO#2 Survey Wildwood 3_51 DUDEK TASK ORDER NO. 2 This Agreement is made and entered into as of the 12 th day of March 2025 by and between South Tahoe Public Utility District, hereinafter referred to as "DI STRICT" and Dudek, hereinafter referred to as "CONSULTANT". In consideration of the mutual promises, covenants, and conditions as addressed in the Master Agreement dated May 1, 2023, and as specifically hereinafter set forth, the parties do hereby agree as follows: l.PURPOSE CONSULTANT will conduct a topographic survey of DISTRICT’s project area for the Wildwood 3/5 Waterline Project located in the City of South Lake Tahoe, County of El Dorado, California. 2.SCOPE OF WORK The scope of work for these professional services is more specifically identified in CONSULTANT’s written proposal including the proposed Budget which is outlined as Task 2 (22-22.5). This proposal is attached hereto, marked as Exhibit “A” and incorporated herein by this reference as part of this Task Order No. 2. 3.STAFFING Key staffing will consist of Hunter Stetson, Survey Lead; James Bocina, Survey Crew Chief; Mark Hudi, CADD Drafter; Cameron Rodriguez, UAS Pilot; Matthew Rice, GIS Analyst III; Craig Schifferns, GIS Analyst III; and Ryan Shupert, Survey Manager. CONSULTANT shall not change staffing without approval by DISTRICT. Any changes shall provide for equivalent qualifications as far as possible and practical. 4.TIME OF PERFORMANCE Tasks shall commence on May 1, 2025, and be completed on or before August 29, 2025, unless otherwise directed by DISTRICT. 5.PAYMENT Payment to CONSULTANT for services performed under this Task Order No. 2 shall be as provided in Article IV of the May 1, 2023, Master Agreement and shall not exceed the amount of Thirty-Two Thousand Eight Hundred Sixty-Two dollars and Fifty Cents ($32,862.50) unless the scope of work is changed, and an increase is authorized by DISTRICT. 6.LABOR CODE REQUIREMENTS All State of California prevailing wage laws must be complied with in the performance of work related to this Task Order. These include, but are not limited to, Labor Code Sections 1720 through 1860. 2 7. INSURANCE COVERAGE CONSULTANT's Errors & Omissions coverage shall be $1,000,000 aggregate with a deductible of not more than $100,000 for the duration of this Task Order. 8. EFFECTIVE DATE This Task Order No.2 will become effective upon execution by both parties and shall serve as a Notice to Proceed upon execution by District. Topographic Survey Areas South Tahoe Public Utility District 2024 Waterline Survey Services 1 Project Understanding/Requirements Project Understanding Dudek understands that the South Tahoe Public Utility Distict is requesting a comprehensive topographic survey for three waterline projects to replace water mains, water services to the edge of Right-of-Way (ROW), fire hydrants and select meter pits. The waterline improvement projects include the 2027 Wildwood (3&5) Area. The Dudek surveyor will attend project kick-off meetings for each of the three areas with District staff. Additionally, Dudek will conduct weekly, bi-weekley or periodic project meetings with the District to communicate progression and discuss any nuiances discovered after work commences. Topographic Survey Requirements The intent of the survey is to capture topography and exisiting feature information needed for waterline design in the three proposed locations. Dudek will adhere to the deliverables and requirements for the survey as shown in South Tahoe Public Utility District Request for Proposal for Waterline Survey Services dated August 22, 2024. All survey work in this proposal will be conducted in accordance with the State of California Professional Land Surveyors Act. Any monuments disturbed or destroyed during survey field work will be replaced by the Dudek surveyor at no cost to the District. Horizontal coordinates will be based on NAD83 California State Plane Zone 2 (US Feet) and vertical control derived from NAVD88 (US Feet). The surveys deliverables will be generated utilizing the District-supplied, 2024 STPUD CAD Survey-Mapping.dwt template. This files will include all necessary layers colors, line types, blocks text styles and the .ctb in use by the district. Dudek will provide the prelimary surveys in .dwg and PDF format for review prior to submitting the final deliverables. Dudek will include the following information for each of the three project areas in the topographic survey: ▪ Street addresses’ for parcels on both sides of the subject streets. ▪ Show exisiting features within and extending 5’ behind the ROW along all the streets within the Porject Area, and the full width of the idenitified Project Area where it falls outside the Right-of-Way including the following: o Sidewalk o Curb and Gutter o Center and fog lines o Trees (8’’ DBH or greater, identifying any protected trees) o Bushes, brush and vegetation areas (50sqft or greater) o Bear boxes and trash enclosures o Boulders with approximate diamter o Rock slope protections o Fences o Gates o Roadway and driveway edge of pavement o Dirt trails all visible above ground surface features o All visible utility features including gas, electric, communications, storm, water and sewer o Walls, identifying type o Signs o Mow strips o Guard rails South Tahoe Public Utility District 2024 Waterline Survey Services 2 o Any additional surface features located during field work that would imparct the ability to construct underground and surface facilities. ▪ Provide rim and invert elevations (including drops) of sewer and storm drains ▪ Size and material type in call manholes, catch basins and inlets with inner diameter or dimentions for each structure. Provide a utility details sheet for each structure. A utility detail sheet for each structure will be provided. ▪ Survey any visible Underground Service Alert underground utility mark outs. ▪ Survey any visible trench locations. ▪ Locate all overhead utility poles and guy wires, power vaults, transformers and above ground cabinets, private power features or lighting within 5’ outside the right-of-way. ▪ Contours will be provided at 1’ interval; 5’ Major and 1’ index contours. ▪ Show record street centerline, right-of-way, easement and lot information. ▪ Temporary control points will be set every 1,000 linear feet and a minimum of one per street and will provide information with deliverables. ▪ Any natural forestes, natural burd habitats, protected animal and insect species, wetlands delineated by the District shall be included in the survey. ▪ Any found monuments will be included in the survey and will communicate finds with the District for preservation purposes. South Tahoe Public Utility District 2024 Waterline Survey Services 3 Project Element Scope Details Project Element 1: Project Management Effective project management is critical to project success. As a medium-sized firm, we provide the personal service of project managers combined with the breadth and depth of technical capabilities characteristic of larger firms to meet the District’s project requirements. Our project managers are empowered to be problem solvers with the ability to make decisions in a timely fashion to maintain project momentum. Project Manager Steven Hochart will oversee the timely completion of this scope of work to the satisfaction of the District and applicable permitting regulatory agencies. Mr. Hochart will serve as the liaison to the District’s project coordinator and provide regular updates on task completion, deliverables, and budget. Project management under this element includes general open correspondence between involved parties as well as specific tasks such as attending project meetings, invoicing, etc. The following project management services will be provided at a minimum: ▪ Surveyor (Hunter Stetson, PLS) will attend one on-site kickoff meeting ▪ Attend team meetings to review design progress with District staff ▪ Prepare monthly status reports detailing progress and budget at the individual task level ▪ Prepare meeting minutes and submit to the District staff within five (5) business days ▪ Conduct other project management activities, such as value engineering and construction feasibility as needed to keep the project within schedule and budget ▪ Notify District staff of any issues that have the possibility of affecting the schedule or budget of the project as soon as they occur Project Element 2: Topographic Surveys Task 2.1 2027 Wildwood (3&5) Area Waterline Improvements Project Dudek will perform a hybrid survey utilizing airborne UAV LiDAR and imagery in conjunction with traditional surveying techniques to develop a topographic map of the project extents. Dudek will utilize unmanned aircraft systems (UAS) equipped with Riegl miniVUX-1 LiDAR scanner to generate 1-foot contours across the project site. During LiDAR collection, the aerial team will set and monitor GNSS base stations. This will ensure the highest quality post-processing trajectory solutions of the flight mission. The LiDAR data will be collected at 100,000 points per second. Flight lines will have a minimum side lap of 50%. Horizontal digital geospatial data and digital elevation data vertical accuracy will follow ASPRS standards (ASPRS Positional Accuracy Standards for Digital Geospatial Data, 2024). Traditional topographic surveys utilize ground-based surveying techniques, including the use of total stations and GNSS receivers to accurately measure and record the elevations and positions of various site features. This method ensures a high degree of accuracy and detail, capturing essential topographic data that will inform civil engineering designs and construction plans. Traditional survey methods will be utilized to acquire curb, gutter, sidewalk, above ground utilities, inverts and establish site control every 1,000 LF. Dudek will conduct a utility record search along the waterline alignments and draft results into the survey. Dudek will survey existing centerline monuments on the waterline alignment and create pre-construction corner records. Dudek will utilize NAD83 for horizontal and NAVD88 for the vertical datum . Deliverables: ▪ Control points set every 1,000 LF in .csv format ▪ Survey points ASCII file in PNEZD comma delimited format ▪ 3D tin lines (DTM) for surface creation ▪ Preliminary survey map with ground coordinates in AutoCAD (.dwg) and PDF format in STPUD layering. ▪ Final survey map with ground coordinates in AutoCAD (.dwg) and signed PDF format in STPUD layering. ▪ Final map scaled to grid coordinates in AutoCAD (.dwg) format for GIS purposes in STPUD layering. ▪ The District will recieve the following supplememtal records used to generate the deliverables: - Parcel maps - Final maps - Tract maps - Records of survey (ROS) - Lot line adjustments - Assessor parcel maps - Utility maps Assumptions: ▪ The Disctrict staff will obtain Right-of-Entry for survey alignments outside of the Right-of-Way ▪ Dudek shall notify Underground Service Alert – Planning and Desgin in advance of commencing field work. ▪ Post-construction corner records can be completed for an additional fee South Tahoe Public Utility District 2024 Waterline Survey Services 5 Project Team Table 1.
