6. Criteria Essential for Pre-Qualification
In order to be considered by the District for pre-qualification for the Project, the Contractor must answer all
of the following questions.
Contractor will be immediately disqualified if any answer to Questions 6.1- 6.4 is "NO".
Contractor will be immediately disqualified if the answers to Questions 6.6-6.7 is "YES". If the answer to
Question 6.5 is "YES" and if debarment would be the sole reason for denial of pre-qualification, any pre-
qualification issued will exclude the debarment period.
6.1 Does Contractor have at least 5 years of experience in the Yes_ No

RTU and SCADA Migration Project- 2021 thru 2022.
The South Bay Pumping Plant(SBPP)is located at the upper end of Bethany Reservoir and lifts water into the
first reach of the South Bay Aqueduct. It is situated in the northeastern corner of Alameda County, about 12
miles west of Tracy.
The Plant pumps raw water utilizing 13 pumping units that use legacy RTU controllers and Standalone
InTouch, which required migration to the Wonderware System Platform and Modicon M580 controllers. The
project included a total of 13 unitized new PLC Panel designs and a general plant PLC panel design for the
miscellaneous signals not specific to the units.
The project tasks included;

Taskl -Design Phase Support Services
Task includes reviewing, commenting on, and designing control system equipment and devices per
applicable ISA standards and NEC regulations,and in compliance with DWR's standard control panel layout.
Specific subtasks include:
1. PLC 1/0 lists development and panel design collaboration
2. Architectural Drawing Updates
3. Control Narrative Strategy Development and Review
4. Preparation of Demo/Construction Drawings (Redlining)
5. Draft Scope of Work for electrical sub-contractors
6. Analysis and validation of existing Modbus data from GE protection relays and Annunciator to be
mapped to the new PLCcontroller.
7. Review new design schematics and connection drawings
8. Field loop checks, functional testing, and commissioning
9. Final As-built drawings'review.
10. Operation and Maintenance manual development.
Task 2 — Programming Configuration Services
Task includes performing PLC and HMI programming per DWR control systems programming
standards and programming software versions, which will be provided upon request. Major
components of these standards include:
• All PLC programming projects MUST be written in Function Block(FB)or Derived Function Block
(DFB)International Electrotechnical Commission(I EC)programming language. Exceptions can be
made upon written approval byDWR.
• Comments throughout the program must be added/modified for each section of the new and
existing program, as appropriate. This includes comments associated with defined
tags/variables.
Specific subtasks include:
1. Configure new Modicon PLCs for integration into the SCADA system. Work will include but is not
limited to:
a. Configuring new discreet and analog inputs/outputs
b. Programming typical pump/valve control logic to new PLC
c. Modifying existing pump or valve control logic such as interlocks with other devices,
changing running permissions/prohibits, timing of output, etc.
d. Configuring SEL 3530 and 2440 devices for data acquisition
e. Configuring new Magelis Local Operation Panel (LOP)
f. Configuration of communication between new PLCs and their remote 1/0(RIO). This covers
but is not limited to TCP/IP, Modbus, Modbus Plus and Telemetry communications
protocols.
2. Modifying SCADA platforms to incorporate changes. Current platforms include:
a. GE Power Grid
b. Wonderware System Platform(ArchestrA)
Task 3 — Startup and Testing Services
This task includes performing control system and startup testing in conjunction with the operators to
ensure project control system and facility operation. For tests that are conducted jointly with others,
provide qualified full-time on-site support staff who are familiar with the control strategy descriptions.
The software team shall coordinate with the contractor to provide testing of new and modified control
systems as
required by project specifications, and generally as follows:
1. Perform Operational Readiness, basic end-to-end tests, and
loop point checks. The purpose of these tests is to ensure that all wiring has been installed and
terminated properly, that all electrical and control components operate as designed, and that

all controls, except the SCADA or HM I system programming, operate as designed.When these tests
are completed successfully;the SCADA or HMI system is ready for deploying and ready for testing.
2. Perform Functional Acceptance Tests(FATs), which include complete end-to-end tests and strategy
field testing. The DWR operations team witness the Factory Testing and Site Acceptance testing
phases as well.

RTU and SCADA Migration Project— 2023 and ongoing
The Delta Field Division operates and maintains State Water Project facilities within the Sacramento-San
Joaquin Delta. Harvey O. Banks Pumping Plant, which lifts water into the beginning of the California
Aqueduct, is part of this field division and located almost 20 miles southwest of the city of Stockton.
The Plant pumps raw water utilizing 11 pumping units that use legacy RTU controllers and Standalone
InTouch, which required to be migrated to the Wonderware System Platform and Modicon M580 controllers.
That's a total of 11 unitized New PLC Panel designs, two (2)switchyard PLC Panels, and two (2) plant PLC
panel design for the miscellaneous signals not specific to the units.
The project tasks included;

Task 2 — Programming Configuration Services
Task includes performing PLC and HMI programming per DWR control systems programming
standards and programming software versions, which will be provided upon request. Major
components of these standards include:
• All PLC programming projects MUST be written in Function Block(FB)or Derived Function Block
(DFB)International Electrotechnical Commission(IEC)programming language. Exceptions can be
made upon written approval byDWR.
• Comments throughout the program must be added/modified for each section of the new and
existing program, as appropriate. This includes comments associated with defined
tags/variables.
Specific subtasks include:
1. Configure new Modicon PLCs for integration into the SCADA system. Work will include but is not
limited to:
g. Configuring new discreet and analog inputs/outputs
h. Programming typical pump/valve control logic to new PLC

Task 3 — Startup and Testing Services
This task includes performing control system and startup testing in conjunction with the operators to
ensure project control system and facility operation. For tests that are conducted jointly with others,
provide qualified full-time on-site support staff who are familiar with the control strategy descriptions.
The software team shall coordinate with the contractor to provide testing of new and modified control
systems as
required by project specifications, and generally as follows:
1. Perform Operational Readiness, basic end-to-end tests, and
loop point checks. The purpose of these tests is to ensure that all wiring has been installed and
terminated properly, that all electrical and control components operate as designed, and that
all controls, except the SCADA or HM I system programming, operate as designed.When these tests
are completed successfully;the SCADA or HMI system is ready for deploying and ready for testing.
2. Perform Functional Acceptance Tests(FATs), which include complete end-to-end tests and strategy
field testing. The DWR operations team witness the Factory Testing and Site Acceptance testing
phases as well.
