SOLICITATION - INVITATION TO BID
The South Tahoe Public Utility District (STPUD or District) invites sealed bids by electronic
submission only for the construction of the Aeration Blower System Improvements Project
(“Project”).
Electronic Bids will be received until 2:00 P.M., Tuesday, August 26, 2025. Hard copy
original Bid Bond (or other acceptable form of bid security) MUST be delivered to District
in advance of the Bid deadline. Bids submitted after this time will not be accepted by the
electronic bidding system. All bids that have been timely received will be publicly opened and
the content read aloud at the STPUD offices, Board Room, located at 1275 Meadow Crest
Drive, South Lake Tahoe, California. All interested parties are invited to attend. Bids shall be
valid for 60 calendar days after the bid opening date, as required in the Bid Form.
The site of the work is located the STPUD Wastewater Treatment Plant, 1275 Meadow Crest
Drive, South Lake Tahoe, in the County of El Dorado, California.
The work to be performed consists of but is not limited to:
Installation of a new hybrid positive displacement screw blower to replace an existing diesel
engine driven blower, new motor control centers (MCC) in the Blower Building, new aeration
system controls and instrumentation, new aeration control valves and flow meters for Aeration
Basins Nos. 1, 2, and 3, new motor operated control valves for existing blower air inlets, power
monitoring and integration into SCADA for various existing MCCs, a new fire alarm control panel
for the Blower Building, replacement of other electrical gear throughout the plant including MCCs
and a transformer, underground electrical conduit and associated site work, HVAC and odor
control improvements including heating and cooling equipment and an exhaust fan, and other
ancillary equipment and demolition work as indicated in the Contract Documents.
A copy of the Contract Documents are on file and may be examined at the South Tahoe Public
Utility District Offices, 1275 Meadow Crest Drive, South Lake Tahoe, California.
In order to download the Contract Documents and receive addendums and notifications when
issued, Bidders must register as a vendor at the District’s Vendor Portal:

Electronic bids will also be submitted through this website. Paper bids will not be
accepted.
Contract Documents are available for free download on the District’s Vendor Portal. For
assistance in downloading these documents or registering as a vendor contact Star Glaze,
Contracts Specialist at (530) 543-6205.
All bids are to be submitted electronically as required in Section 00_20_00 - Instructions to
Bidders. Paper bids will NOT be accepted. Hard copy original Bid Bond must be delivered
to the District in advance of the bid deadline. After electronic bidding, each bidder shall submit

their original Bid Forms to South Tahoe Public Utility District at 1275 Meadow Crest Drive, South
Lake Tahoe, California by 2:00 P.M. on August 28, 2025.
Questions or comments regarding this Project must be submitted electronically via our electronic
bidding system and must be received by the District no later than 4:00 P.M., on
August 21, 2025. Questions received after the date indicated will not be accepted. Questions
submitted via telephone call, email or faxes will not be accepted. Responses from the District
will be communicated via the electronic bidding system.
A mandatory Pre-Bid Conference will be held at the South Tahoe Public Utility District,
Board Room, 1275 Meadow Crest Drive, South Lake Tahoe, California on Wednesday,
August 6, 2025, at 10:00 A.M. Any bidder absent from the Pre-Bid Conference shall have
their bid disqualified as non-responsive. A tour of the site of work will be conducted as
part of the Pre-Bid Conference.
In accordance with the provisions of California Public Contract Code section 3300, the South
Tahoe Public Utility District has determined that bidders shall possess a valid class A contractor
license at the time of bid opening, the Contract is awarded and for the duration of the Contract.
Failure to possess the specified license shall render the bid as non-responsive and shall act as a
bar to awarding the contract to any bidder not possessing said license at the time of award.
The District has determined that all Control Systems Integrators bidding on the Project must be
prequalified prior to submitting a bid. System Integrators pre-qualified to bid on the Project
include: George T. Hall Co., Inc., Technical Systems, Inc., and Telstar Instruments.
This project is subject to prevailing wage requirements. Pursuant to Labor Code section 1773,
the District has obtained the prevailing rate of per diem wages and the prevailing rate for holiday
and overtime work in the locality in which the work will be performed for each craft, classification,
or type of worker needed. Not less than the determined rates shall be paid to all workers
employed in the performance of the contract. Such rates of wages are on file with the
Department of Industrial Relations and in the office of the District and are available to any
interested party upon request.
This Project is subject to compliance monitoring and enforcement by the Department of Industrial
Relations. Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and
subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform
public work must be registered with the Department of Industrial Relations. No bid will be accepted
nor any contract entered into without proof of the Bidder’s and its subcontractors’ current
registration with the Department of Industrial Relations to perform public work. Bidder shall certify
that Bidder and all listed subcontractors are currently and validly registered with the Department
of Industrial Relations and shall include its registration number on its bid. If awarded a Contract,
the Bidder and its subcontractors of every tier shall maintain active registration with the
Department of Industrial Relations for the duration of the Project. It shall be the Bidder’s sole
responsibility to evaluate and include the cost of complying with all labor compliance
requirements.
The California Air Resources Board (“CARB”) implemented amendments to the In-Use Off-Road
Diesel-Fueled Fleets Regulations (“Regulation”) which are effective on January 1, 2024, and
apply broadly to all self-propelled off road diesel vehicles 25 horsepower or greater and other
forms of equipment used in California. A copy of the Regulation is available at

Bidders are required to comply with all CARB and Regulation requirements, including, without
limitation, all applicable sections of the Regulation, as codified in Title 13 of the California Code
of Regulations section 2449 et seq. throughout the duration of the Project. Bidders must
provide, with their Bid, a completed and signed copy of the Fleet Compliance Certification
included in Section 00_41_00 - Bid Forms. At the District’s request, within 48 hours after the Bid
Opening, Bidder must submit copies of Bidder’s and all listed subcontractors’ most recent, valid
Certificate of Reported Compliance (“CRC”) issued by CARB. Failure to provide valid CRCs as
required herein may render the Bid non-responsive.
Pursuant to the provisions in Section 6707 of the California Labor Code, each Bid submitted in
response to this Invitation to Bid shall contain adequate sheeting, shoring, and bracing, or
equivalent method, for the protection of life and limb in trenches and open excavation, which
shall conform to applicable safety orders for the State of California.
Pursuant to Section 22300 of the California Public Contract Code, the successful bidder may
substitute securities for any moneys withheld by the District to ensure performance under the
Contract as specified in Section 00_20_00 - Instructions to Bidders.
Each bid shall be accompanied by cash, a certified or cashier’s check, or bid bond secured from
a surety company satisfactory to the District, the amount of which shall not be less than 10 percent
of the submitted bid price or as detailed in Section 00_20_00 - Instructions to Bidders, Part 2.05,
made payable to the South Tahoe Public Utility District as bid security.
The successful bidder will be required to furnish the District with a faithful performance bond and
a labor and material payment bond each in an amount equal to 100 percent of the Contract Price,
prior to execution of the Contract. All bonds are to be in the forms set forth herein, secured from
a surety that meets all of the State of California bonding requirements, as defined in Code of Civil
Procedure Section 995.120, and that is a California admitted surety insurer.
Pursuant to Public Contract Code §3400(b), if the District has made any findings designating
certain materials products, things, or services by specific brand or trade name without alternative,
such findings and the materials, products, things, or services and their specific brand or trade
names will be set forth in Section 01_60_00 - Product Requirements, of the Contract Documents.
The South Tahoe Public Utility District reserves the right to reject any or all bids, to waive any
informality in a bid, and to make awards to the lowest responsive, responsible bidder in the best
interest of the District. If alternate bid items are called for in the Contract Documents, the lowest
bid will be determined on the basis of the base bid only.
