Bakersfield Well Rehabilitation Project (Mark Seelos, Water Resources Manager) Reject all bids for the Bakersfield Well Rehabilitation Project South Tahoe Public Utility District ▪ 1275 Meadow Crest Drive ▪ South Lake Tahoe, CA 96150 Phone 530.544.6474 ▪ Facsimile 530.541.0614 ▪ www.stpud.us BOARD AGENDA ITEM 7d TO: Board of Directors FROM: Mark Seelos, Water Resources Manager MEETING DATE: February 20, 2025 ITEM – PROJECT NAME: Bakersfield Well Rehabilitation Project REQUESTED BOARD ACTION: Reject all bids for the Bakersfield Well Rehabilitation Project DISCUSSION: On January 17, 2025, District staff advertised informal construction bids for the Bakersfield Well Rehabilitation Project. In addition to the well rehabilitation work necessary for the District’s Well Asset Management Program, the project scope included minor instrumentation upgrades recommended by the 2019 Water Efficiency Improvements Project and 2024 Production Meter Testing. The well rehabilitation work was estimated at $70,000, referencing the nearly identical scopes of the 2024 South Upper Truckee Well Rehabilitation (Carson Pump, $59,050), and the 2025 Bayview Well Rehabilitation (O’Dell’s Pump and Motor, $61,922). The instrumentation upgrades portion of the project was estimated at $80,000. On February 14, 2025, bids for the project were publicly opened, with a single bid submitted by Zim Industries in the amount of $655,899. This proposal included a quote of $412,862 for well rehabilitation and $243,037 for instrumentation upgrades. Given the lack of competitive bidding and the disproportionately high costs, staff recommends that the Board reject all bids, as the pricing does not reflect a reasonable or justifiable market value for the scope of work. Staff intends to solicit quotes for the critical well rehabilitation portion of the project and proceed with the work through a purchase order, in accordance with the California Uniform Public Construction Cost Accounting Act (CUPCAA) for projects under $75,000. The instrumentation upgrades, which are unrelated to the well rehabilitation, will be consolidated with other instrumentation needs across the District’s system and bid separately as a standalone project in the future.
