Notice of Inviting Bids1 NOTICE INVITING INFORMAL BIDS The South Tahoe Public Utility District (STPUD or District) invites sealed bids by electronic submission only for the construction of the Bakersfield Well Rehabilitation Project (“Project”). Electronic Bids will be received until FEBRUARY 14, 2025 AT 2 PM. Bids submitted after this time will not be accepted by the electronic bidding system. The project contract will be let to the lowest responsive, responsible bidder. All bids that have been timely received will be publicly opened and the content read aloud at the STPUD offices, Board Room, located at 1275 Meadow Crest Drive, South Lake Tahoe, California. All interested parties are invited to attend. The site of the work is Bakersfield Well, located in a residential neighborhood at 1825 Bakersfield St.in Meyers, California. The work to be performed consists of downhole equipment removal, decommissioning of the existing motor, mechanical and chemical cleaning of the well casing, redevelopment, well surveys, installation of an owner-furnished submersible pump and motor, and installation of electrical instrumentation. To download the Contract Documents and receive addendums and notifications when issued, Bidders must register as a vendor at the District’s Vendor Portal: http://www.planetbids.com/portal/portal.cfm?CompanyID=21516 Electronic bids shall also be submitted through this website. Paper bids will not be accepted. Each bid shall be accompanied by cash, a certified or cashier’s check, or bid bond secured from a surety company satisfactory to the District, the amount of which shall not be less than ten percent (10%) of the submitted bid price or as detailed in Section 3.4 Bid Security, made payable to the South Tahoe Public Utility District as bid security. A hard copy of the original Bid Bond (or other acceptable form of Bid Security) must be delivered to the District in advance of the bid deadline. Contract Documents are available for free download on the District’s Vendor Portal. Questions or comments regarding this Project must be submitted electronically via our electronic bidding system and must be received by the District no later than FEBRUARY 7, 2025 AT 5 PM. Questions received after the date indicated will not be accepted. Questions submitted via telephone call, email or faxes will not be accepted. Responses from the District will be communicated via the electronic bidding system. An optional Pre-Bid Conference will be held at the South Tahoe Public Utility District, Board Room, 1275 Meadow Crest Drive, South Lake Tahoe, California on JANUARY 30, 2025 AT 2 PM. A tour of the site of work will be conducted as part of the Pre-Bid Conference. 2 In accordance with the provisions of California Public Contract Code section 3300, the South Tahoe Public Utility District has determined that bidders shall possess a valid Class A contractor license at the time of bid opening, the time the Contract is awarded, and for the duration of the Contract. All well rehabilitation work must be completed by a licensed C-57 Well Contractor. All electrical and instrumentation work must be done by a licensed C-10 Electrical Contractor. Failure to possess the specified license shall render the bid as non-responsive and shall act as a bar to awarding the contract to any bidder not possessing said license at the time of award. This project is subject to prevailing wage requirements. The prevailing wages for the work are on file at the District’s office. This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered into without proof of the Bidder’s and its subcontractors’ current registration with the Department of Industrial Relations to perform public work. Bidder shall certify that Bidder and all listed subcontractors are currently and validly registered with the Department of Industrial Relations and shall include its registration number on its bid. If awarded a Contract, the Bidder and its subcontractors of every tier shall maintain active registration with the Department of Industrial Relations for the duration of the Project. It shall be the Bidder’s sole responsibility to evaluate and include the cost of complying with all labor compliance requirements. The California Air Resources Board (“CARB”) implemented amendments to the In-Use Off-Road Diesel-Fueled Fleets Regulations (“Regulation”) which are effective on January 1, 2024 and apply broadly to all self-propelled off road diesel vehicles 25 horsepower or greater and other forms of equipment used in California. A copy of the Regulation is available at https://ww2.arb.ca.gov/sites/default/files/barcu/regact/2022/off-roaddiesel/appa-1.pdf. Bidders are required to comply with all CARB and Regulation requirements, including, without limitation, all applicable sections of the Regulation, as codified in Title 13 of the California Code of Regulations section 2449 et seq. throughout the duration of the Project. Bidders must provide, with their Bid, a completed and signed copy of the Fleet Compliance Certification included in Section 4 (Bid Forms). At the District’s request, within 48 hours after the Bid Opening, Bidder must submit copies of Bidder’s and all listed subcontractors’ most recent, valid Certificate of Reported Compliance (“CRC”) issued by CARB. Failure to provide valid CRCs as required herein may render the Bid non-responsive. Pursuant to Section 22300 of the California Public Contract Code, the successful bidder may substitute securities for any moneys withheld by the District to ensure performance under the Contract as specified in Section 3 (Instructions to Bidders). The successful bidder will be required to furnish the District with a faithful labor and material payment bond in an amount equal to 100% of the Contract Price, prior to execution of the Contract. All bonds are to be in the forms set forth herein, secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and that is a California admitted surety insurer. Pursuant to Public Contract Code §3400(b), if the District has made any findings designating certain materials products, things, or services by specific brand or trade name without alternative, such findings and the materials, products, things, or services and their specific brand or trade 3 names will be set forth in Section 6, Technical Specifications. The South Tahoe Public Utility District reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards to the lowest responsive, responsible bidder in the best interest of the District. If alternate bid items are called for in the Contract Documents, the lowest bid will be determined on the basis of the base bid only. Julie H. Ryan, P.E.
