Upon arrival drove the site and did not see the saw cutter(had been scheduled for 8:00am) or anybody from the Vinciguerra crew. The STPUD and Post Office yards were also checked but there was no sign of them there either. At 8:30am was approached by Casey with Vinciguerra and asked if I had seen the saw cutters because he was also having trouble locating them. The Austerman saw cutter arrived at approximately 9:00am and began the north intersection of Meadow Crest and Chinquapin. The Vinciguerra crew placed traffic signs and cutting was to begin; however, there was a problem with the saw and a delay of 2 to 2 1/2 hours was expected. With the delay the Vinciguerra crew repainted the saw cut line on the south side of Meadow Crest placing the trench in the street instead of the shoulder. They also continued to move material from the STPUD yard to the Post Office area. The saw cutter was up running at 1:10pm and began to move south on Meadow Crest. The thickness of the asphalt started at 5" but was informed that it would be checked often to see if two passes were needed. The cutter was averaging approximately 240' per hour, he was also cutting in for hydrants on the long side of the water pipe.
