The South Tahoe Public Utility District is reporting as required by the Wastewater Reclamation Permit (Board Order R6T-2004-0010A3, WDID No. 6A095900700). Wastewater Reclamation Permit (Board Order R6T-2004-0010A1). The effluent met all the requirements set forth in the Board Order for this quarter; there were no violations. Emergency Retention Basin (ERB) A total of 15.99 MG treated effluent was pumped to the ERB between December 23 and December 28, 2021. This was done due to power reliability concerns at Luther Pass Pumps Station. The ERB was drained between December 29, 2121 and January 4, 2022. There was no wastewater remaining in the ERB on January 5, 2022. The ERB was inspected on October 20, November 30, and December 20, 2021. The reports are attached. Export Pipeline The District's Final Effluent Export Line was not inspected this quarter. Wastewater Reclamation Permit Compliance This monitoring program provides for continuous surface water monitoring, except during the months of December, January and February when only SW-01, SW-05, and SW-06 are LRWQCB - Page 2 monitored. Operational Problems or Major Maintenance Activities Modifications and operational problems occurring during this quarter are detailed in the section titled Operational Problems and Major Maintenance Activities in this report. Notes Sampling and analysis problems for offsite sample locations are listed in the Sample Comments section. This was due to concerns regarding the reliability of electrical power and fuel availability for our 2 MW generator at Luther Pass Pump Station during the December storms. All water at the ERB has been returned to WWTP and exported to Harvey Place Reservoir. • The District once again modified Covid-19 emergency procedures. Individual departments at the District segregated into distinct groups to lessen potential exposure risk. A portion of the staff worked remotely. Neither treatment nor frequency of testing were affected. • There were a few staffing issues at the Wastewater Treatment Plant due to Covid. The WWTP remained fully operational with an increase in overtime when necessary. • The Secondary Clarifier#3 rehabilitation construction project is nearly complete. During startup testing, on January 22, 2022, a failure in the 2-inch grout layer on the tank floor occurred. The District and contractor are evaluating repair options. The project duration will be extended. Wastewater Conveyance System • Sewer Pump Stations o Septic Tanks were cleaned at every one of the fourteen Fallen Leaf Sewer Pump Stations. o New Sump Pump for Dry-well was installed at Main Fallen Leaf Sewer Pump Station. o A new Electrical Panel was installed at Fallen Leaf Sewer Pump Station #13. o Pump Element for Pump #2 at Upper Truckee Sewer Pump Station was removed and replaced. o Driveshafts from motor to pump were removed and U-Joints were replaced on Pump #1 and Pump #2 at Upper Truckee Sewer Pump Station. o Check Valve for pump at Fallen Leaf Sewer Pump Station #7 was replaced. o Twelve-inch Force Main from Johnson Sewer Pump Station to the WWTP was flushed. o Sixteen-inch Force Main from Bijou Sewer Pump Station to the WWTP was flushed. o New Grinder Pumps were installed at Stateline Sewer Pump Station in the #1 and #2 positions. o Motor at Pump #1 at Luther Pass Pump Station was reinstalled after being removed due to the Caldor Fire. o Motor at Pump #4 at Luther Pass Pump Station was reinstalled after being removed due to the Caldor Fire. o New pump at Pump #1 Luther Pass Pump Station was installed. o Pump #4 at Luther Pass Pump Station was repacked and realigned. o Pump #2 at Luther Pass Pump Station was reinstalled. o Pumps were pulled and Wet-well was cleaned at City Storm Water Pump Station. • Collection System o Robotic Sewer Solutions made 35 repairs throughout the collection system. In Place Liner was applied to repair cracks and holes. Alpine County Disposal Facilities • Aeration at HPR stopped after air lines were burned during the Tamarack Fire. Aeration restarted in November 2021 after repairs. Two new compressors are scheduled to be replaced later this year.
