The South Tahoe Public Utility District is reporting as required by the Wastewater Reclamation Permit (Board Order R6T-2004-0010A3, WDID No. 6A095900700). Wastewater Reclamation Permit Board Order R6T-2004-0010A1 . The effluent met all the requirements set forth in the Board Order for this quarter; there were no violations. Emergency Retention Basin [ERB] A total of 7.34 MG was pumped to the ERB between July 8 and July 17, 2021.This was due to a plant upset caused by a mechanical failure which has since been addressed.The ERB was drained between July 18 and July 23, 2021. A total of 7.33 MG was pumped to the ERB between August 30 and September 7, 2021. This was due to the Caldor Fire. The ERB was drained between September 8 and September 16, 2021. There was no wastewater remaining in the ERB on September 17, 2021. The ERB was inspected on August 26 and September 21, 2021. The reports are attached. Export Pipeline The District's Final Effluent Export Line was not inspected this quarter. LRWQCB - Page 2 Wastewater Reclamation Permit_Compliance This monitoring program provides for continuous surface water monitoring, except during the months of December, January and February when only SW-01, SW-05, and SW-06 are monitored. Operational Problems or Major Maintenance Activities Modifications and operational problems occurring during this quarter are detailed in the section titled Operational Problems and Major Maintenance Activities in this report. Notes Sampling and analysis problems for offsite sample locations are listed in the Sample Comments section. It necessitated periodic use of the South Emergency Retention Basin (ERB). The upset was caused by a mechanical failure in the solids handling process. The failure was addressed, and the treatment plant is operating well again. There were no violations of our Waste Discharge Permit Requirements. • Repairs to the liner in the North ERB were completed on July 19, 2021 . • A piping configuration enhancement was added to facilitate the export of secondary effluent to the ERB while bypassing the filtration process. This improvement will lessen the need to export primary effluent to the ERB in the future. • On August 23, 2021, the General Manager declared an emergency due to the Caldor Fire and The District activated its Emergency Operations Center (EOC). The Board of Directors formalized the declaration at their regular meeting on September 2, 2021. The District utilized its Emergency Response Plan, based on SEMNS/NIMS and incident command system concepts, throughout the emergency. The WWTP continued to be staffed and operated 24/7 throughout the fire and mandatory evacuation. The District provided housing and food for all its essential workers throughout the evacuation. Due to the mass evacuation of the entire service area the influent flows into the treatment plant dropped to approximately 0.7 MGD for several days. The WWTP exported to the ERB during this time. The WWTP accepted all wastewater which was hauled from the Fire Camp at the Heavenly Valley Ski Resort. The District maintained water storage at the plant in the ERBs in the event that water would be needed for firefighting operations at the plant. This never became necessary. Once repopulation was announced, WWTP was reseeded with approximately 40,000 gallons of activated sludge delivered from the Incline Village General Improvement District. The seeding of our secondary system allowed the WWTP to begin exporting fully treated final effluent as residents returned to our service area. There were no violations of our Waste Discharge Permit Requirements. The District formally closed its EOC on October 7, 2021 . Wastewater Conveyance System • Sewer Pump Stations o A trench was dug for a new conduit at Fallen Leaf Sewer Pump Station #13 so an electrical upgrade could be installed. o A concrete pad for a new electrical panel at Fallen Leaf Sewer Pump Station #13 was poured. • Collection System o Only regular maintenance and repair activities were performed on the collection system. Alpine County Disposal Facilities • Between July 6 and July 9, 2021, the 24-foot Siphon, which is part of the Diamond Ditch Conveyance System, was rehabilitated by the installation of a cast-in-place pipe (CIPP) liner. Flow was maintained in the larger 30-foot inverted siphon during the rehabilitation. • The Tamarack Fire did not directly affect any of the infrastructure of the Utility District in Alpine County. • On July 30, 2021, there were severe thunderstorms over the burn scar adjacent to Diamond Ditch. This set off extensive debris flows into the ditch. Diamond Ditch was shut down and over the course of the next several weeks White Rock Construction removed the debris allowing seasonal release of recycled water to resume.
